GUESTS: There was no committee chairman present at the meeting.

Minutes from the previous meeting were approved.

There was a review of the homeowners who have yet to pay the 2009 assessment and the past due residents. We also reviewed the homes that are in foreclosure. We have one resident who wants to make a payment agreement. There was a motion made by Jason M and seconded by Matt H to accept the payment agreement of 100.00 per month and full payment plus legal costs when the home is sold. A vote was taken and each Board member voted to accept the payment agreement as presented by the lawyer.

We have another resident severely behind and a motion was made to send them to the next level in the legal process. The motion passed with a unanimous vote.

We still have two residents who have not paid 2009 dues and both are in foreclosure.

Treasurer’s Report
The board reviewed and discussed financial statements presented by the Treasurer. The Tuttle Estates checking account balance as of September 30, 2009 is 20,907.65. The Tuttle Estates capital contribution saving account balance was $8257.14

Bills paid were to Com Ed, Green up Sprinkler, the Village of Plainfield, and Summer Green. The Monthly expense report will be posted on the Tuttle Estates website.

Charley stated at this point it appears we will have a surplus at the end of the year. This is the first time since our community began for this to happen.

We discussed the format for the November open to the community meeting. We are going to use the same format as other meetings. It seems to be working well. Matt is going to send a message to all resident’s who have submitted their emails. We are also going to use the poster boards at the entrances to the community to remind the community of the date, time, and location...

We discussed the possibility of having a management company at some point in 2010 depending on how many people want to fill the current openings on the Board. We also discussed the budget possibilities with this happening. The current Board members decided to table this idea and leave it to the new Board that will be elected in February.

Charley presented the 2010 budget proposal. He has spoken to representative at State Farm to see about our insurance cost for next year and she stated those numbers will be available in December. It is possible there will be little increase if any at all. Charley spoke to the representative at Green up and the sprinkler proposal was faxed and there was no increase. Jason was going to speak to the owner at Summer Green about submitting a proposal for 2010 and 2011. We discussed that his company did a good job and their price was the best fit for our budget.

A motion was made by Matt H. and seconded by Jason M. to leave the 2010 assessment at 180.00 dollars. A vote was taken and all three Directors voted to keep the assessment at 180.00 dollars for 2010.

The next meeting will be held Tuesday November 3, 2009 at 7:00 p.m. at the Village of Plainfield Library...
