Old Business
The board discussed with the residents the upcoming 2010 elections. The residents inquired of the present situation of the qualifications and jobs performed by the existing Board members. One resident stated he had been the President of his previous HOA.

The turnout of residents interested in running for the upcoming 2010 elections was lower than expected. The board then discussed with the residents further plans in possibly hiring a management company and the estimated cost in doing so. The Board talked about certain Management companies that the board could tailor to fit position/positions they may not be filled in the upcoming year.

Residents also were concerned about the existing board not agreeing to any future contracts concerning landscaping, ponds, ect… for 2010 newly elected board members. As of this time, the Board has/will not enter into any further contracts for work in FYI 2010. The only existing contract for FYI 2010 is for the Pond Maintenance with Green Up.

Treasurer’s Report
The Treasurer reported fourteen homes were presently in foreclosure. Discussion was give as to our continuing efforts to collect past due amounts on these homes, which is going well.

The taxes that Mark Cantey was preparing was paid 300.00 and will be paid an additional 300.00 for the upcoming tax year. Com Ed bill was paid in the sum of $35.85. Three remaining bills that have not yet been paid were Green up for pond maintenance $4.347.00, Summer green $1950.00 for April’s invoice, and Village of Plainfield water bill $12.68.

The treasurer also reported that the Reserve account balance is $8000.00

New Business
At the past meeting, the Board reviewed an Estimated Budget for 2010 presented by the Treasurer. Discussion was had re: the budget and via e-mail, prior to this meeting, the Board unanimously agreed to adopt the proposed 2010 Budget, which would keep annual assessments at $180 per household in 2010. We will attempt to get the Proposed Budget on-line for residents to view over the next month.

The Board discussed the beatification committee putting up holiday decorations the 1st or 2nd week in the month of December. The board asked for at least two volunteers to help the chairperson of the beautification committee, put up the holiday decorations at the North entrance of the subdivision.

The Chairperson of the Tuttle Estates Communication website was looking for further help in getting the word out to more residents to take advantage of Tuttle Estates website.

An official vote was approved concerning two residents paying the full amount owed for significantly past due HOA fee and fines incurred.

The board discussed sending out the 2010 HOA dues at least one month previous to the HOA due date January 5, 2010. The Board anticipates 2010 dues going out in the beginning of December.

Given the lack of interest from residents, the Board discussed sending more mass e-mails to residents in attempt to drum up interest in running for a Board position. As of now, only 1 resident has expressed interest. In addition, the Board will send out one final newsletter with the upcoming 2010 dues invoice, restating our need for persons to run for Board positions in order to continue being self-managed or we risk the possibility of requiring a management company take over. Matt and Jason will begin working on the newsletter. We will also add to the mailer with the dues and newsletter, information on the upcoming election, along with a proxy form.

The board also noted that the next open meeting would be February 2, 2010 at which time an Election for President, Vice President, Treasurer, and Two Directors will be held at the Plainfield Public Library. The meeting will start at 7:00 and the room is already reserved with the Library.

The next meeting is pending due to busy holiday schedules.
